Nello spirito della Dichiarazione di Stoccolma che afferma: “Con l’umanità ancora segnata da antisemitismo e xenofobia la comunità internazionale condivide una solenne responsabilità di combattere questi fenomeni dannosi” la commissione sull’antisemitismo e sulla negazione dell’Olocausto chiese alla Plenaria dell’IHRA, che si teneva a Budapest nel 2015, di adottare la seguente definizione operativa (di lavoro) di antisemitismo.
