This reflection looks back at the 2000 Stockholm Declaration, whose principles have shaped Holocaust education, research, and remembrance globally. While IHRA’s work has since grown to include new focus areas and tools, the Declaration remains a foundational document in building international commitment.
IHRA Chair Ambassador Georges Santer led visits to Staro Sajmište and Topovske Supe, Belgrade and held official meetings with senior members of the government and the mayor of Belgrade, seeking the acceleration of memorial plans for preserving Holocaust sites at Staro Sajmište and Topovske Šupe.
From 2 to 5 June 2019, the 33 Member States of the International Holocaust Remembrance Alliance (IHRA) held their first plenary session under the Luxembourg chairmanship. The Mondorf Plenary was a meeting where IHRA’s expert and political level came together to discuss and move forward with projects relating to Holocaust research, remembrance, and education.
From 3- 5 June, 2019, the International Holocaust Remembrance Alliance (IHRA) will hold its first bi-annual Plenary Meeting under the Luxembourg Chairmanship in the town of Mondorf-les-Bains, where more than 150 experts and governmental representatives will meet to discuss the Holocaust as a contemporary political issue.
One essential tool created and promoted by the IHRA’s network of experts is a set of guidelines for educators and educational policymakers to consider when developing effective curricula and educational materials about the Holocaust.
On 5 March, 2019, Luxembourg assumed the Chairmanship of the International Holocaust Remembrance Alliance (IHRA).
The outgoing Chair Ambassador Sandro De Bernardin of Italy handed over the Chairmanship to Ambassador Georges Santer.

On 10 December, 2018, the IHRA Chair, Ambassador Sandro De Bernardin, incoming IHRA Chair, Ambassador Georges Santer and Deputy Executive Secretary attended the Launch Conference of the 2nd EU Survey on the Experiences and Perceptions of Antisemitism Among Jews in the EU: the largest survey of Jewish people ever conducted.
