2013 m. spalio 10 d. Toronte vykusiame Tarptautinio Holokausto aukų atminties aljanso plenariniame posėdyje 31 šio Aljanso šalis narė patvirtino „darbinę Holokausto neigimo ir iškraipymo apibrėžtį“.
Holokausti Mälestuse Rahvusvahelise Ühenduse (IHRA) 31 liikmesriiki kiitsid plenaaristungil Torontos 10.oktoobril 2013.a. heaks „Holokausti eitamise ja väärtõlgendamise töödefinitsiooni“.
Memorialinių muziejų pareiga yra saugoti aukų orumą nuo bet kokios formos išnaudojimo ir užtikrinti, kad politinių įvykių interpretavimas įkvėptų kritiškai ir savarankiškai apmąstyti praeitį, neapsiribojant vien įprastomis istorijos pamokomis.
2016 m. gegužės 26 d. plenarinėje sesijoje Bukarešte buvo nuspręsta:
Holokausti Mälestamise Rahvusvaheline Ühendus on valitsuste ja ekspertide ühendus, mille eesmärk on tugevdada ja süvendada holokausti-teemalist haridust ning holokausti mälestamist ja uurimist kogu maailmas.
