Країни-члени IHRA консенсусним рішенням прийняли робоче визначення заперечення або викривлення фактів про Голокост на Пленарному засіданні IHRA, що відбулося 10 жовтня 2013 року в Торонто.
La présente définition est une expression de la conscience du fait que la négation et la distorsion de l’Holocauste doivent être contestées et dénoncées à l’échelle nationale et internationale, et doivent faire l’objet d’un examen au niveau mondial.
Ініціативу із розробки робочого визначення антиромського расизму / антиромської дискримінації очолили експерти Комітету з питань геноциду ромів із залученням до консультацій представників громадянського суспільства. 8 жовтня 2020 року на позачерговому засіданні глав делегацій IHRA консенсусним рішенням ухвалив це робоче визначення, яке не має обов'язкової юридичної сили.
Керуючись принципами Стокгольмської декларації , де йдеться: «Оскільки людство все ще потерпає від... антисемітизму та ксенофобії, міжнародне співтовариство несе надзвичайно велику відповідальність за боротьбу з цим злом», – Комітет із питань антисемітизму та заперечення Голокосту скликав Пленарне засідання IHRA у Будапешті в 2015 році, щоб ухвалити нижченаведене робоче визначення антисемітизму.
